Short Guitar Conversion

Can a short guitar, say a short drop top mongrel, be converted to 25.5 scale easily? Like by just swapping the neck.

bodies and necks are both different on the dif scales so they are not interchangeable. the pickups need to be in the right places for both scales so a conversion neck is a pretty poor deal.
