Stacked humbucking 'single' coils are an odd beast.

When they are in split mode (single coil only) they are much louder and will measure at a much lower resistance than when they are non-split (silent humbucking mode).

In the humbucking configuration they are wired in series and thus have a much higher resistance than when split - BUT, will have a much lower output level than when split. This is the opposite effect that you see when you do the same thing with a side-by-side humbucker. This is because the slave/bottom coil not only cancels the hum, but also cancels some amount of the desired signal.

in a stack the coils are really out of phase with each other, unlike a side by side. so they do cancel more than just 60 cycle hum. they usually read high dc resistance because everyone tries to overcome the volume loss due to the phase cancellation.
back to the orig question. no one has made a standard for measuring the output of pickups so the best we can do is compare them to things we "know" sort of. dc resistance without all the other factors the same is meaningless, especially in a stack. SK's,SD's, SA's and SF's are super close in dc resistance and have the same magnet yet very different sounding from each other. sc's and sf1's are a bit hotter than a vintage single coil. the sc's have a bit more magnet in them than sf's because the cover keeps them a little farther from the string, lowering the output.
